陸上イージス基地設置反対集会への連帯メッセージ |
「宇宙の軍事化と核戦場化に反対する地球ネットワーク」は、東京の首相官邸前で開かれている集会に、連帯の挨拶を送ります。
安倍内閣は、秋田県と山口県に20億ドルもの巨費を投じて、２つの陸上イージス基地を建設するという決定を行おうとしていますが、この決定は決して認められません。なぜならば、いわゆるミサイル「防衛」システムというのは、日本の市民の安全を高めるものではなく、北朝鮮・中国・ロシアなどのミサイルからグアム・ハワイ・米国本土に展開する米軍の軍事拠点を守り、米国側が先制攻撃を展開できる態勢を築くものだからです。陸上イージス基地を日本に作り、ここにＳＭ３ブロック２Ａミサイルを配備しておけば、仮に北朝鮮が核ミサイルを打ち上げても、これを確実に撃ち落とし、日本の市民の命と財産を守ることができると聞かされていますが、これはまったくの偽りです。
米国の迎撃実験の過去の実績から判断すれば、弾道ミサイルを撃墜できる可能性は小さいものですが、ＳＭ３ミサイルが首尾よく、北朝鮮の核ミサイルを撃墜する勢いで接近できたと仮定しましょう。北朝鮮側に対抗手段がないのでしょうか。いやあります。迎撃ミサイルの接近を感知したら、ただちに核爆発を起こせる感知装置、いわゆる「近接信管」と言われる装置を核ミサイルに搭載しておけばよいのです。核反応は化学反応よりも1千倍も速いスピードで進みます。核爆発が始まり、終わるまでには、わずか10万分の1秒しかかかりません。米国の迎撃ミサイルが秒速10キロメートルで接近するとします。あと1メートルまで近づいた地点で、接近を感知し、核爆発が始まったとすると、迎撃ミサイルはわずか10センチメートルだけ近づいたところで、核爆発は終わってしまうのです。
陸上イージス基地の位置からして、核爆発は、日本のはるか上空、100キロから1千キロの宇宙空間で起こることになるでしょう。この種の核爆発は、巨大な電磁パルス波を発生させ、人工衛星の各種機能をマヒさせ、日本全土の電気回路、コンピュータネットワークを大混乱させるでしょう。電気通信や交通は途絶し、ＧＰＳはマヒし、停電が続き、冷凍食品は腐り、疫病がまん延するなど、日本全土は、「核の冬」ならぬ、「核の闇」に長い間、閉ざされてしまう可能性があります。
日本政府は、陸上イージス基地は、日本の自衛隊が担う活動だと強弁し、その活動と使用に米軍の戦略司令部が密接に関与していることを隠しています。しかし実際には、陸上イージス基地は、米国が巡航ミサイルなどを先に発射し、北朝鮮・中国などに先制攻撃を仕かけるための盾として用いられるのであり、北朝鮮や中国にとっては「脅威」以外のなにものでもありません。このようなものとして、陸上イージス基地は、中国やロシアを包囲し、封じ込める基地群の連鎖の一環なのです。したがって、この新たな基地は、米国が目指す地球規模の圧勝態勢づくりの一環に日本をより深く組み込むことになるでしょう。
私たち地球ネットワークは、欧州・太平洋地域においてミサイル「防衛」基地を建設する企てに長年反対してきました。なぜならミサイル防衛というシステムは、先制攻撃すると反撃されるという恐れから米国を解き放ち、米軍が安心して先制攻撃を行える態勢をつくることに眼目があり、それゆえ国際緊張を不必要に高め、軍拡を促進し、核の先制使用攻撃を可能にすると警告してきました。北東アジア地域では、今日、緊張が最高度に達し、核紛争が起こるかもしれぬという恐怖が渦巻いています。この地域に今、陸上イージスという基地を設置することは、この緊張の火に油を注ぐだけであり、実に無謀だと言わねばなりません。日本政府がなすべきことは、軍事的緊張を緩和し、核の破滅を避ける道を探るための外交的措置をとることだと信じます。
緊張を緩和させるために私たち市民は、今、何をなすべきなのでしょうか。日本の人々は、地球上のどの国民よりも核兵器が使用されたらどうなるかという痛ましい体験と記憶をお持ちです。今、日本政府には素晴らしい選択の機会があります。陸上イージスという、米国の挑発的で好戦的な基地の建設を拒否するならば、平和な世界を作り、いのちの惑星を保全する事業に日本政府は立派な貢献をなしたという栄誉を与えられるでしょう。あわせて核兵器禁止条約に署名するという勇気ある決断をなすならば、世界の人々は心からの感謝に満ちた万雷の拍手で迎えることになるでしょう。この決断こそが、もっと平和で持続可能な、しかもはるかに安価な安全保障の世界に日本の市民を導いていくでしょう。
この瞬間にも、私たち地球ネットワークのコーディネイターのブルース・ギャグナンと理事メンバーのウイル・グリフィンは、「平和のための米国退役軍人会」（ベテランズ・フォー・ピース）の一員として、沖縄に滞在しています。沖縄の人々と力をあわせて、大浦湾の素晴らしい景観と海の生物のすみかを破壊する米軍の基地建設に抗議する運動に参加しているのです。東京の地では、皆さん方とご一緒できませんが、地球ネットワークは、陸上イージス基地の建設という軍拡競争に抗議する皆さん方の運動とともにあります。そして軍国主義と戦争のまん延に抗議し、いのちの惑星＝地球の自然と社会を守り、宇宙核戦争を起こさせず、この「希望の惑星」を核汚染から守り抜く運動において、連帯していく決意を新たにしています。
平和と私たちの安全の真の保障のために。宇宙を核の戦場にするな。地球上の戦争は許さない。

The Global Network Against Weapons and Nuclear Power in Space
The Global Network Against Weapons and Nuclear Power in Space sends greetings and solidarity to those gathering outside the office of the Prime Minister in Tokyo.
We support your protest at the possible decision by the Japanese Cabinet to spend $20 billion on 2 Aegis Ashore facilities in Akita and Yamaguchi Prefecture. If purchased, these so-called missile “defense” systems will not provide increased security for the Japanese people but will establish two new outposts for the United States military in the Pacific region. Any new Aegis Ashore bases equipped with SM-2 missiles in Japan would not protect the Japanese people from the blast of a nuclear missile fired from North Korea. If the anti-ballistic missile system works at all (a big assumption considering the record of test failures) - the incoming missile could be fitted with a device that can detect the imminent impact of an anti-ballistic missile. In that case it could detonate over Japan before interception takes place and even if this detonation occurs in outer space, it will produce an electro-magnetic pulse that would take out satellite communication and GPS systems in space and electricity and computer networks on the ground, causing a “nuclear-shut down effect”.
The Japanese government will also no doubt say that the Aegis Ashore bases will be part of the Japanese Self Defense Forces - they will not say that the US Strategic Command will be heavily involved in their operation and in their possible use. These bases would really be built to enable the US to use them as a threat – and possibly as a platform for firing first-strike cruise missiles. As such therefore, they would form part of the aggressive ring of bases being installed by the US in Europe and the Pacific to encircle and contain Russia and China. The bases would therefore involve Japan even further in the US military thrust for full spectrum global dominance.
The Global Network has campaigned against the establishing of missile “defense” bases in Europe and the Pacific for many years, indicating that these systems represent a dangerous and unnecessary escalation of international tension and a possible move towards the possibility of a nuclear first strike without fear of retaliation. At this time, in this region of the world where and when these tensions, and fears of a possible nuclear confrontation, are a major concern, it would be reckless and perilous to agree to establishing these bases. Instead, the Japanese government should offer to take part in diplomatic moves to discover ways in which the growing military threats and fear of nuclear annihilation may be removed. What possible good will it do to increase these threats at this time?
The Japanese people carry the burden of the painful memories of the horrific effects of nuclear weapons more than any other nation on Earth. Now there is a wonderful opportunity for the Japanese government to make a major contribution to establishing a peaceful world by refusing to build these offensive US military bases. Indeed, the Japanese government would receive the heart-felt thanks of the entire world if the meeting today were to have the political courage to decide instead to sign the UN Treaty to Ban nuclear weapons. This would be a safer, cheaper and much more hopeful way of ensuring the long-term security of the Japanese people.
The convenor of the Global Network, Bruce Gagnon, and Board member Will Griffin, are currently part of the party of US Veterans for Peace joining with the people of Okinawa protesting the establishment of the US military base that is destroying the beauty, sea life and serenity of Oura Bay. Although we cannot all be with you today in Tokyo, the Global Network also stands by your side in your protest against the military escalation that new Aegis Ashore bases would bring - and we will continue to join with you and others to defend the earth and its space environment against militarism and war.
